For the first book in a series, this one is very good. There's a fair amount of exposition that at times slows the plot at bit, but it's pretty well handled and presented in several ways instead of falling into the expository traps of massive info dumps or tedious question and answer sessions by the characters. Toby (the POV character) is also familiar with the fantastical aspects of the world and so it avoids the cliche of the outsider "introduced into a realm beyond their imagination".One thing I notice upon re-reading after several books in is that there are a lot of little things that happen which didn't seem terribly important at the time that are actually very relevant later on. While Toby is familiar with both the mundane and fantastical elements of her world, she's pretty low on the totem-pole at this point in the narrative, so there's much she doesn't understand. When I'm re-reading I'm shouting at the book, "No! Don't you realize that...oh yeah, you don't know that yet!" LOL It shows that Ms. McGuire has actually had a fair amount of the overall trajectory of the series mapped out from the get-go.
Another major set of elements in this book and the entire series that are handled well are the relationships. On the negative side, you have everything from relatively decent people acting according to bad information to survivors of trauma and abuse who are dealing with things poorly to outright narcissistic psychopaths...and it's not always clear who's who. On the positive side there are stable and unstable romantic and platonic relationships that are built on friendship and trust.
On its own, Rosemary and Rue is an OK, run-of-the-mill urban fantasy book.
The series gains momentum after a couple more books and the more of them I read, the more stories I want.

Rosemary and Rue October Daye Seanan McGuire 9780756405717 Books Reviews
Former knight October Daye, who prefers Toby, is half human / half fae changeling who has extremely good reasons for no longer wanting anything to due with the Faerie world. However it has no intention of giving her a choice…
I’m getting back into urban fantasy in earnest and decided to refresh my memory on the first couple of October Daye novels so I could continue with the series. I remember Rosemary and Rue being a great start, and reached the same conclusion with this reread. It establishes a deep intersecting world combining Fae kingdoms with the modern world as well as giving weighty, completely understandable reasons for protagonist Toby Daye’s role as a reluctant heroine. We feel the tragedy of her past, and thus are fully invested in the troubles she unwillingly has to deal with.
McGuire does a phenomenal job here providing enough context and answers to fully engage the reader while simultaneously really only scratching the surface of her world’s potential and mysteries she has in store. Particularly compelling are the variety of diverse and genuine feeling characters Toby has to deal with, each with a well formed personality and their own goals and agendas. I’ll hold off naming favorites to avoid spoilers, but the cast really shines overall and is one of the series’ greatest assets.
The plot and underlying mystery is appropriately tense, builds nicely, and unfolds logically. I’ve enjoyed revisiting Rosemary and Rue and am really looking forward to getting farther along in Toby’s adventures.
Seriously, though. I have yet to be disappointed by anything I've read by Seanan McGuire/Mira Grant (other than maybe Parasite, which felt a little too obvious). And although I actively resisted getting into the October Daye series (I thought it would be too serious and dark/romance-y for my taste), I seriously regret that decision. This book was a very good balance between world building, complex characters, hints of sex and romance, politics, intrigue, and cliffhangers. I wish some characters didn't die at the end (no spoilers as to who, but I have a sort of professional soft spot for bratty street kids), and if this series is anything like Incryptid, I'm sure that the minor characters that I got small tastes of are gonna have their own development. I also want to know about Gilly and whether or not she gets her own story line as well. And the day McGuire decides a mega crossover story featuring Incryptid characters, Toby Daye, and Indexing is the day I seriously reach fan girl Nirvana.
After reading a comparison to Patricia Briggs I was sooo excited to jump into this series. Unfortunately, there is no comparison. The heroine is incredibly dopey and makes so many mistakes I wanted to bang my head into a wall. The author's writing style telegraphs the blunders each time; the reader sees them before the heroine does, which doesn't make any sense - since it is written in 1st person! She tells you about the stupid thing she's about to do, and then she goes and does it. Arg. (spoilers) Toby's relationship with the villain is masochistic and pathetic. The only reason I didn't pick him as the true monster of the book was because it was made clear that he didn't have enough power/magic. The murder victim was supposedly incredibly powerful. Also, for me personally, there were too many low points and almost no high points. The ebb and flow was mostly ebb and not much flow. The few positive moments were when people told her they loved her, and that she was so great and special, but nothing I'd seen in her character development convinced me this was true. Two stars instead of one for general world building. I will skip this series and reread Mercy Thompson.
